CVE Head Discusses Counter Terrorism with General Director of Prisons

Following the activities, trainings and round tables with frontline actors, for the identification and treatment of the phenomenon of radicalism and violent extremism in the prison system, in implementation of the strategy and action plan for the fight against terrorism and violent extremism, Director of the Coordination Center for Countering Violent Extremism (CVE), Denion Meidani accompanied by the Ambassador of the Kingdom of the Netherlands, Reinout Vos and Admir Abrija, Director General of Prisons participated in the round table organized by the Coordination Center for Countering Violent Extremism and Institute for Activism and Social Change (!ANS). The meeting was set in the Institution of Execution of Criminal Decisions of Drenova with the topic “Sharing Information during the process of rehabilitation and preparation for release – Institutional roles of the actors involved in these processes”.

The Coordination Center for Countering Violent Extremism attaches special importance to the treatment and management of those convicted of serious offenses related to terrorism and organized crime, the level of information that is administered and the way this information is distributed remains an equally important component as well as the purpose for which the intervention is carried out. Also of great importance are the needs for responsiveness and sharing, so the focus of this meeting was on opportunities to improve the ability to share information and the affordability of key law enforcement and criminal justice systems, Erinda Bllaca, Institute for Activism and Social Change, Ferdinand Zere, from the Local Directorate of the State Police, Altin Gusho, Director of IEVP, Klevis Qose, Director of the Internal Control Service of Prisons, Paulin Rajta, Director of the Prison Police, participated in this round table. There were also frontline actors ill the prison system, representatives of religious communities as well as representatives of the municipality where the importance of managing prisoners for criminal offenses related to terrorism was emphasized, sensitivity which turns into an important contextual factor which is related to dynamic security within the prison system, contexts and the role of the family during the period of deprivation of liberty, interaction for rehabilitation activity – through specific goals agreed with the convicts, etc.

All these approaches will work and will transform a common practice into a good practice to be replicated in order to prevent and oppose this phenomenon.

In his opening speech, the General Director of Prisons, Mr. Abrija, thanked Ambassador Vos for the continuous support that the Embassy of the Kingdom of the Netherlands in Tirana has given to the prison system. Also, he thanked the Director of the Center for countering Violent Extremism, Mr. Meidani for the excellent cooperation between the two institutions in dealing with the phenomenon as well as for the coordination of such activities which are of particular importance in the fight against radicalism and extremism in the prison system.

Director Meidani, after thanking Mr. Abrija and Mrs. Blaca, from the Institute for Activism and Social Change for the cooperation, the work done in this direction and the organization of this activity, guaranteed that the Center for countering Violent Extremism remains steadfast to fight at all costs and without reservations the phenomenon of radicalism, extremism and terrorism not only in the prison system but everywhere it appears as a phenomenon. Also, he addressed a special

thank you to Ambassador Vos for the support that the Embassy of the Kingdom of the Netherlands has given not only in support of the initiatives and activities that the Coordination Center for Countering Violent Extremism and the Ministry of the Interior have undertaken for the fight against extremism and terrorism, without which would not be these work results that we have today. The Ambassador of the Nether lands, Vos, after thanked the leaders of the Albanian institutions, for the work done together in this direction, guaranteed that the support of his country will continue to be unsparing in increasing the capacities in the General Directorate of Prisons and The Coordination Center for Countering Violent Extremism in the joint fight against extremism and terrorism. At the end of the activity, the event of the inauguration of the Institution for the Execution of Criminal Decisions in Pojska, Pogradec, was held, an institution which was completely renovated according to western standards with the support and financing of the Embassy of the Netherlands in Tirana, within the framework k of the assistance that this Embassy gives in the prison system.
