“Increasing Penitentiary Capacities in Addressing Radicalism in Prisons in the Western Balkans - Horizontal Facility for the Western Balkans and Turkey II” Enhancing penitentiary capacities in addressing radicalization in prisons in Western Balkans-Horizontal Facility for the Western Balkans and Turkey II, implemented by the Council of Europe and financially supported by the European Union.

  • This project directly supports the implementation of the “Joint Counter-Terrorism Action Plan for the Western Balkans” and its Bilateral Agreements, as well as the specific strategies and action plans of each beneficiary country in the field of Counter-Terrorism and Violent Extremism.
  • Provides open discussion forums and systematic exchanges for prison and probation service staff in the Western Balkans, giving them the opportunity to identify good practices, learn from mistakes and set minimum standards, which will result in improved methodology and tools in the context of countering radicalization in prisons and stepping up efforts to rehabilitate violent extremist prisoners.
  • Facilitates regional exchange of experience in implementing special rehabilitation programs or individual treatment plans aimed at detachment from violence.
