Performing Risk Assessments to Counter Terrorist Financing in the Non-Profit Sector

SHORT SUMMARY:

The CVE Coordination Center was invited to contribute to the regional workshop: “Carrying out a Risk Assessment in Combating Terrorism Financing in the Non Profit Sector”. The two-day seminar (26-27 February 2019) was organized by the Council of Europe in Tivat, Montenegro, for representatives from the jurisdictions of the Western Balkans and Turkey. It aimed to strengthen the capacity of governments to protect themselves from the threat of terrorism. In its focus was the development of common approaches for the implementation of risk assessments for the non-profit sector.

Risk assessment serves policymakers to understand the current challenges posed by the potential terrorist abuse of non-profit organizations (NGOs) by providing them with the opportunity to recognize the means and ways to prevent this phenomenon. The seminar aimed at improving the implementation of relevant standards and recommendations given in the MONEYVAL. (The Albanian Report was published in 2018).

Within the framework of increasing regional cooperation in this field, the representative of CVE Center presented to the participants the Albanian model and the concrete steps undertaken so far by the Albanian government in dealing with this phenomenon in order to counter and prevent it.

During the seminar, participating countries, Albania, Serbia, Bosnia and Herzegovina, North Macedonia, Kosovo, Turkey and Montenegro were introduced with the development of practical tools and methodologies for tracking the results of risk assessments and developing appropriate responses regulatory or legislative.
